Phnom Penh: The Phnom Penh City Administration are optimistically appealing to the public such as business owners, sellers concert venues to keep public spaces clean and tidy during Water Festival by putting rubbish in the bins or collect them and put in one nice place. I have some rural visitors staying at my place at the moment, they, by default, just drop trash on the ground in front of the house or over the balcony.
