As the police raids continue on mostly Chinese-run VoIP outfits, the scammers are leaving the main cities for smaller towns in Cambodia. They are also down-sizing operations in an attempt to become less conspicuous.

A 31-year-old Chinese national was arrested on Monday morning in a hotel room in Kandal province where he was allegedly installing a system for Voice over Internet Protocol (VoIP) extortion, police said.
Provincial Police Chief Eav Chamroeun said yesterday that the suspect, Zhu Chunle, was arrested at the Tranica Hotel in Prek Samroung Village 3 in Takhmao town.

“After we detained him, we . . . interrogated the suspect in relation to his actions,” he said. “We are investigating. We suspect this activity may have involved more people, because he cannot do it alone.”

VoIP-related equipment was found inside Zhu’s room, Chamroeun said, adding that as of yesterday afternoon police were still questioning him...

- The accused, Zhu Chule from Fujian, China, who stayed in room 306, 3rd floor of Tranika Hotel in Takhmao City, Kandal Province, was suspected of installing Gate Way-VOIP the telecommunication system illegally. A passport, 4 unidentified objects with antennas attached to them, a Kingtel tool with 5 LED lights, a suitcase, a motorbike with registration number Phnom Penh 1R-2104.

The hotel owner was suspicious when the suspect went out after renting the room on 27 August at 11:30 am, they had reported to the police to track what he was doing. The following day at 7 am he had returned to the hotel then was asked to check his room and got detained after the police found out he was attempting to install scamming device.

SIHANOUKVILLE - More small-fry arrested when police raided a suspected small-scale scam operation, this morning at 9am, 5 October, and 2 Chinese nationals were arrested at Harbor Inn Boutique Hotel, Room 135, 3rd floor, Tower 80B, Street 214, 107, Sangkat Boeung Pralit, Khan 7 Makara, Sihanoukville.

Police confiscated 1) one laptop, 2) four mobile phones, 3) one passport, 4) five bank cards, 5) computer memory 01, 6) model 01 and VSB 02.
The suspects have been sent to the Immigration Department for questioning.

Can anyone explain what exactly this might entail? Is it like those boiler-house operations where they cold-call people and offer them bullshit shares etc?

Police raided two guesthouses in Poipet City on Wednesday and arrested about 200 Chinese nationals suspected of operating an internet blackmailing scam, the biggest-ever detention of fraudsters using Voice over Internet Protocol (VoIP) technology in Cambodia, an official said.

The scam involved blackmailing women after persuading them to send nude photographs of themselves, said Khun Sambo, deputy director of the Interior Ministry’s immigration department.
The scammers in Cambodia were largely making calls to China’s southern Hunan province, he said, and were linked to 31 Chinese nationals arrested last month in Phnom Penh for allegedly carrying out the same blackmailing operations.

Yet another Chinese Online Scam VoIP; 20 arrests
Kandal Province:
At 12 pm on 17 October 2017, Immigration Police and local authorities with Chinese Police Officers investigated a resident villa on Street 21A in Setabo Village, Saang District and arrested twenty Chinese including two females involved in online scam known as VoIP with pieces of evidence.

Another 49 Chinese nationals were arrested in Phnom Penh on 17 October for VoIP offenses.

Immigration police yesterday stormed seven locations used to run online extortion scams, arresting 69 Chinese suspects.

Immigration Department investigations director Lieutenant General Uk Heisela said officers in Phnom Penh and Kandal province carried out the raids and confiscated equipment used to run the scams.
He said 40 men and nine women were arrested at six locations in Phnom Penh, while 20 men and two women were caught in Kandal province.
