In China there is no 'road test' to get a driver's license... kinda explains a lot.

According to this version of events, the driver did a runner and police are holding the car waiting for the owner to turn up.
Beemer beans barrier, driver sneaks away
4 October 2017
There will be quite a long bill waiting for a drunk driver when he comes to claim his smashed BMW, which was driven into a road divider in Phnom Penh’s Por Sen Chey district.
Witnesses say the suspect was gunning down the road in the wee hours yesterday when he veered into the barrier then stumbled away from the scene.
When the boys in blue showed up, they impounded the crumpled crate to the station until the owner comes in to settle up.
