Seriously, you seem to get easily pissed off. I remember when you first got here and were regaling us with aggro tales of knocking down shopper's umbrellas, yelling at people and stuff like that. Chill out or your sanity won't last long here. I wasn't mocking you, I was pointing out the obvious which you apparently already know... So what was the purpose of your rant then? Did you want or expect a pat on the shoulder and people to feel bad for you? You bitch about having to pay for a service you feel is too expensive... Then don't use it? If someone feels your tuktuk fares are exorbitant, they simply won't use the service. Go see the immigration officer who visits you twice a year then. He's been so helpful, maybe he can lead you in the right direction.
For the record, I would have fought the first issue strongly and likely would have won it given that it's a small amount of money. I think you simply don't take the right approach when negotiating. Maybe you come off too aggressive, or not aggressive enough in the right way. No way to know, but I find it hard to believe they wouldn't pay you back unless you backed them up against a wall in a bad way. I would go back and try to resolve the issue again (unless you don't care about the money and/or principle anymore).

I don't, I think a few people here never miss an opportunity to mock me, and that's totally fair as I post stuff that is argumentative and pissy at times. Plus they have been charging an illegal double amount for the visa ever since at least 2002. I figure they owe ME back duty.

I would have had one three years ago when they first started clamping down on something a normal employee couldn't get on their own, when I worked for one of those terrible puppy- mill schools. But for the fact that they wanted an additional see krook amount of $75 for an 'education licence', which made me extremerly suspicious of not getting the work permit after I had paid for it.
If they had brought the whole process in transparently and didn't allow it to be to used by their own employees or other employers as a way to scam people for thousands of dollars in some cases, I don't think anyone would be complaining.
It's the same as for income tax AFAIK. The government tax collectors used to do deals and pocket the cash. The school I first worked for was one of the few actually taking tax from their employees, BELTEI wasn't, and nor were most of the others. If the government body and its agents were so inefficient/ corrupt in the past, they shouldn't try to push their problem onto others. And when the huge puppy schools weren't paying or collecting from their employees, it is obviously a scam trying to collect back duty and fines for tax until recently.
It is what it is, but don't try and legitimise it for them.

I meant it both seriously and sarcastically. I do think he would be the first person I would ask, since he seems to be the source of all your confusion. He could at least point you in the right direction. If he starts avoiding the topic after you explain your situation and ask to know who/where to sort it out, then you'll know he's full of shit (or he realizes it won't be possible). I didn't delete and repost, I simply edited. I very rarely delete my posts, but I edit almost all of them. I'll post them, read them again and correct typos, add or delete things. I know that's what the preview tab is for, but I never use it and prefer to edit after the fact. I do this for around 80-90% of my longer posts.
