The border stand-off has calmed down for the moment due to discussions between Laos and Cambodian officials, and the border should now be open for business as usual.

Cambodia, Laos draw back troops in bid to avoid escalation at border

After a two-hour meeting, Cambodian and Lao provincial military and border officials yesterday reached an agreement to draw back forces from two undemarcated zones where the building of outposts had recently sparked military stand-offs, according to a general in the area.

Svay Nhan, the Stung Treng provincial military commander, said the “understanding” was reached yesterday after a joint delegation from the countries inspected the sites in Thala Barivat district’s O’Svay commune and nearby Samaki commune in Stung Treng district.

The sites, known as Dong Kralor Chas in Samaki and Deum Lvea in O’Svay, are among three undemarcated “white zones” that have sparked border frictions recently, with Laos’s attempts to upgrade a military outpost in the former and plans by Cambodian police to do the same in the latter provoking stand-offs between forces.

A third similar site in Stung Treng’s Siem Pang district – where in February some 400 Lao soldiers crossed into Cambodia to halt construction of a road they said was in an undemarcated zone – was not included in yesterday’s meeting...

Dozens of Laotian soldiers started building a post on a disputed tract of land along the border on Thursday, breaking a deal made just a day earlier between Laos and Cambodia to withdraw forces until after the Khmer New Year.

But the Laotian soldiers had backed off again by the afternoon, according to the Stung Treng provincial military commander, who attributed the brief return of hostility to a miscommunication on the other side of the border...

The on-off tensions on the border with Laos continue as the Cambodians resume their road-building in a disputed area of the border.
It's like there is some sort of rotation system with Cambodia's border tensions - problems with Thailand calmed right down, then the border demarcation with Vietnam flared up and died down, now there are extra troops on both sides of the Laos border. The Cambodian authorities wouldn't be using external threats as a distraction from the domestic situation, or for showing how much the country needs a strong leader, or for a quick fix of nationalism before elections by any chance ? Nothing like some sabre-rattling to pull a country together.
To add to the mix, there are also gem mines in the disputed area, and the road in question will give access to large areas of unlogged forest.

Work by military engineers on a contentious road skirting Cambodia’s border with Laos – which has prompted a military stand-off in the area – has quietly resumed, local officials say, even as run-ins between Cambodian and Lao military patrols in the disputed area have further heightened tensions.

For about 40 kilometres, the Sekong River forms a natural barrier between the two countries, but according to two officers posted to the area, Lao forces have hung signs from trees south of the river urging a halt to construction and warning “This is Laos”. Cambodia, however, strongly disagrees.

Returning on Saturday from the disputed area, Meas Chan, a captain in the Royal Cambodian Armed Forces’ Engineering Unit 701, said his squad had been providing protection for troops checking for landmines and clearing forest to make way for the road along the south of the Sekong in the northern tip of Stung Treng’s Siem Pang district.

Chan said work had resumed in March after authorities announced a halt in late February following a show of force by Lao armed forces, which sent troops across the river to demand the work cease...

The situation on the Cambodia-Laos border appears to have returned to normal, despite the fact that the dispute over border demarcation has not been officially resolved. The Laos PM seemed to deny that any dispute had occurred between the two countries, saying that Cambodia and Laos are like brothers.

HE threatens to evict Lao troops
11 August 2017
Prime Minister HE has warned Laos that if its troops do not leave Cambodia territory by Thursday, he will send soldiers to remove them.
Speaking at an inauguration ceremony for the newly appointed president of the Royal Academy of Cambodia at the Peace Palace on Friday, Mr. HE called on Laos to withdraw its troops from Stung Treng province or face the consequences.

“I say honestly, if our brothers and sisters see troop movements, please do not get shocked. The target is Stung Treng,” Mr. HE said, adding that he already ordered Division 6 and other commanders to go there.
He also ordered BМ-21, or truck-mounted multiple rocket launchers, to go there.
“Please withdraw the troops from Cambodia without conditions, and the deadline is not more than August 17,” he said...

Phnom Penh (AFP) - Cambodia's prime minister on Friday issued a six-day ultimatum to Laos to pull back troops who have allegedly trespassed into a border area or face a military response.Around 30 Laos soldiers have been stationed in Cambodia's northern Stung Treng province since April despite repeated requests by Phnom Penh for them to leave, according to strongman premier HE.

Military commanders have been ordered to deploy troops along with multiple rocket launchers to the border area, he said, giving Laos the "ultimatum" of pulling out by August 17.
"We are friends, but a friend cannot step on (our) head," said the mercurial leader, who often leans on ultra-nationalist rhetoric to drum up support, especially ahead of election season.
"We are not waging war, but we just want our land back," he said, adding that he was running out of patience with "the invasion" by Laos troops.
According to HE the Laos soldiers crossed into Cambodia to halt the construction of a road.

Later on Friday Cambodia's foreign ministry announced that HE would fly to the Laos capital Vientiane on Saturday to meet with his counterpart to hash out a solution.

Cambodia and Laos share a 540-kilometre (335-mile) land border but large tracts have not been officially demarcated, leading to territorial squabbles.The border is hard to police, with increasing amounts of drugs -- mainly methamphetamine and heroin -- being moved from Laos into Cambodia...

Laos agrees to withdraw its troops

Laos has agreed to withdraw its troops from a disputed border area in Stung Treng province in Cambodia after Prime Minister HE flew to Vientiane and held talks with his Lao counterpart on Saturday morning.

Laos promised to withdraw its troops by Sunday, he said.

On Friday, Mr HE ordered many troops and their commanders to go to the area in dispute, and also ordered the deployment of BМ-21s, or truck-mounted multiple rocket launchers. He said that about 30 Lao soldiers had crossed the border into Cambodia at the O’Tangav and nearby O’Alay areas in Stung Treng province...
