Lol. Sometimes, you don't even need to not have a government. How much pressure do you think the tobacco companies are putting on the governments of most banned ecig countries? Via corrupted​ politicians, or just ministers that are on the board of directors.

And they tell of a town in eastern DRC that is not on any map, created by BAT to produce and process tobacco leaf, where, according to a whistleblower, millions of dollars were delivered to pay farmers and staff, carried in secretly.
