“He was a major in the military, but he disguised himself as a major general and always wore a general’s uniform,” he said.
After his arrest, military police confiscated a pistol, some bullets, a laptop, fake high-ranking military uniforms and other related military documents.
According to local media, Maj. Seng Satya forged public military documents using the name of Prime Minister HE’s eldest son, HM, to recruit soldiers to be public servants at the Defense Ministry in exchange for money.

According to Cambodia Daily and Fresh News, the imposter was pretending to be the PM's son. Not quite sure how that would work out - obviously not so well.

The Phnom Penh Municipal Court charged a major in the Royal Cambodian Armed Forces on Tuesday with fraud, faking public documents, illegal weapons possession and improper use of military uniforms, officials said on Wednesday.

Two Arrested for Impersonating Police
A local journalist and a land broker were arrested yesterday for impersonating police officers and extorting money from a woman in Kandal province’s Ang Snual district.
District penal police officer Keo Bunthoeun said the two attempted to extort $300 in the form of a bribe from a Chinese interpreter who worked for a Chinese entertainment company which lacked proper documentation for a construction project.
“Because the victim did not have the letter of authorization for the entertainment outlet’s construction to show the two suspects, they ordered her to pay them $300 in exchange for them not inspecting the site,” Mr. Bunthoeun said.
“After extorting her, they left their name cards and contact numbers, telling her to call them as soon as she was able to send them the money,” he added.
However, the victim immediately reported the incident to district police, which resulted in the pair’s arrest.
The suspects were identified as 36-year-old Nop Bunthim, a reporter who worked with the Cheat Khmer Daily (The Khmer Nation Daily) and 38-year-old Moeun Sophal, a land broker.
According to the victim, the duo were dressed as provincial penal police officers and rode in on motorbikes when they initially came to inspect the construction site. They also told the victim that they were with the provincial major crimes unit.
“They were arrested when they came to take the money from the victim,” Mr. Bunthoeun said.
Police also confiscated police uniforms and walkie talkies as well as related items from the pair.
The case is the latest in a number of instances of extortion by people pretending to be police or in the military.

A 40-year-old soldier who pretended to be a major general in a “Special Intelligence Unit” headed by Prime Minister HE’s son in order to take $17,000 in bribes from “recruits” was sentenced to five years in jail yesterday.
Nguon Seng Satya, who was actually a major, was found guilty by Judge Svay Tonh on a slew of charges.
“The court sentences the accused, Nguon Seng Satya, alias Toch Seng, aged 40, to five years in prison and a fine of 6 million riel [about $1,500] for fraud, possessing and transporting a gun without permission, forging public documents and using uniforms similar to that of the police and military,” Judge Tonh said. “The court will allow the accused to file an appeal as allowed by the law.”...
