US Visa Fee for Cambodians, $150 even if rejected

PM HE to Discuss US Visa Fees
15/06/2017 16:48
Phnom Penh (FN), June 15 –Prime Minister HE has announced that he plans to propose a visa fee exemption for Cambodians applying to travel to the US to President Donald Trump during an ASEAN-US Meeting 2017.

“Currently, to apply for U.S visa, you must pay $150 if the visa is granted or not. I want to propose that the fee is waived if the visa is not granted,” stated the premier.

“For the rich, it’s not a problem. But for the poor, they have to apply for bank loan and waste it on visa. If they are not granted, they must be very angry,” he added.

This is a "kinda each way" issue - if the fee is waived on an unsuccessful application, I can see bored hopefuls submitting endless applications in the hope of jagging an approval.

If they need a loan for the visa application then they obviously show they don't have the resources to fund their travel.

U.S. Embassy spokesman Jay Raman said in an email that the fees were not unique for Cambodians.

“Under U.S. law, visa applicants worldwide, including in Cambodia, pay an application fee that covers the human resources, security, and other costs of processing the application,” Mr. Raman said. “This fee is non-refundable regardless of whether or not an applicant receives a visa.”
As it says here, US visa fees are non-refundable for everyone, not just Cambodians. And isn't this the case for all countries who demand visas before departure ? You put in a visa application with a fee, and then you either get accepted or refused, but you never get your money back.
IMO HE is just having his little joke/jab at the US.

If the policy was "you get your money back if your visa application is denied" the embassy would be inundated with stupid frivolous requests for visas from people who know they have virtually no chance of getting a visa and they are just applying because they have nothing to lose.
