I haven't seen anywhere JC staff telling that they would start flights from SHK to BKK. BUT AirAsia probably starting the flights to BKK or KL from Sihanoukville within year or so. My bet would be the next high season. They have been looking staff to Sihanoukville Airport for past month. If someone want's to be the station head for AirAsia in SHK, why not apply?

New airline launches KL service

Cambodia-based JC International Airlines officially launched its service to Malaysia on Tuesday with its inaugural flight landing at Kuala Lumpur International Airport (KLIA2).
The airline will now fly twice a week to Kuala Lumpur using its new Airbus A320, which has been configured as an all-economy class with 180 seats.
JC International Airlines was officially launched in Cambodia in late March, bringing the number of local airlines to five.
This month, the airline started daily flights to Bangkok in a bid to promote tourism between Cambodia and Thailand.
The airline has two Airbus A320s with daily flights between Phnom Penh and Siem Reap, and with Sihanoukville. Its other international destinations besides Kuala Lumpur and Bangkok are Taipei and Macau...

Nope, twice a week its direct PP-SHK and SHK-PP. Tuesday and i think Saturday was the other day.
The daily route is the one you are talking about.
