Arrest over PM insult
14 June 2017
A police officer at the Ministry of Interior was arrested yesterday, accused of insulting Prime Minister HE and his family on Facebook.
Captain Leang La, under his Facebook alias Leala Leang, posted to Prime Minister HE’s timeline that “Achor HE soon will die, all Hun’s family be exiled before 2018. Your fate would die or jail unavoidable”.

He replaced his real profile photo with a photoshopped one, showing his face and a military uniform with five stars next to a picture of Mr HE, purporting to show the Prime Minister as subordinate to him.

Chea Pao, director of the anti-technology crimes department, confirmed the arrest and said Mr Leang La was being questioned to find out the motive for the insult.

- Interior Ministry spokesman Khieu Sopheak said La confessed and would be sent to court for “threatening the lives of the premier’s family”, but did not specify what charges he would face. He said La would also be punished for attending an election rally held by the Cambodia National Rescue Party, which he said violated the requirement of neutrality in the police’s disciplinary codes.

The law governing civil servants does forbid using state positions or facilities to work for or against a political party. However, the new Elections Law, passed in 2015, allows civil servants to campaign out of office hours and out of uniform, which La was at the time, according to a photo on his Facebook.

Bureaucrats and state security forces have long been accused by the opposition of campaigning for the ruling Cambodian People’s Party but have faced no similar repercussions.
A previous version of this article misstated the name [and employer] of the accused. He is Leang La, not Leang Leala. The alleged threat was made via his Facebook account under the name "Leala Leang".
