According to this article, the suspect lay in wait for the commune police chief on a dark road with a machete because he was arrested by this cop last year and let off with a caution (for wife-beating), and then his son was also arrested for a misdemeanor.
TIC, but surely there must be more to the story than that.

A farmer has confessed to murdering a commune police chief for revenge in Tbong Khmum province.
The suspect had been hiding on a quiet road near the village, lying in wait for the victim to ride by on his motorcycle.
He intercepted Lt Sokem and stabbed him in the neck several times, killing him immediately.

According to the suspect, Lt Sokem arrested him for beating his wife in 2016. He was released after being told not to do it again.
Earlier this year, the police chief arrested Mr Nak’s son, following a verbal altercation with another youth in the village. His son was released after paying compensation to the victim.
Mr Nak told officers he had planned the attack to get back at Lt Sokem for targeting him and his family.

I'm more interested as to the real cause of the murder. A head for an eye perhaps, but it could be, and likely is, caused by debt and the stress associated with it. Drink tends to let it all out.

It would most likely rather be a remote side effect of abrogating man-made law and re-establishing Divine Law.

As far as I am concerned, all powers emanate from the Almighty, and all legitimacy emanates from the laws of the Almighty. The authority of the husband over his wife is firmly inscribed in Divine Law, and indeed a fixture of it. At the same time, all man-made law is invalid in one way or another. I cannot predict if I will need to risk my life or die to achieve the reinstatement of Divine Law. I would not be surprised, though.

Quran (4:34) - "Men are the maintainers of women because Allah has made some of them to excel others and because they spend out of their property; the good women are therefore obedient, guarding the unseen as Allah has guarded; and as to those on whose part you fear desertion, admonish them, and leave them alone in the sleeping-places and beat them; then if they obey you, do not seek a way against them; surely Allah is High, Great."

In that sense, anybody who consider themselves above Divine Law, attempt to overrule it, or attempt to substract the believers from the rights conferred to them under Divine Law, are most certainly risking their lives.

From Nokorwatnews: Not much more information here except that the suspect had previously been "arrested [by this policeman] for his education because he is an alcoholic". We also know that the victim was aged 45 and left behind his wife and young son. Very tragic.

Ever since these western NGOs have been clamouring for the Cambodian police to stick their noses into private family affairs, this was an accident waiting to happen. It certainly wasn't a Cambodian demand. There are good reasons why, historically, secular powers would never stick their noses in private family affairs. Only clergy would most carefully venture there. The practice of overruling divine or natural law or the traditions of the population constitutes a grave threat against the Cambodian State and its legitimacy. In order to preserve the peace of the land, it is a necessity to dismantle and expel western NGOs operating in Cambodia.
