Breaking your neck is a big deal, but obviously he hasn't suffered spinal injury. The scalp thing isn't anything major, it's just a flap of skin.
When you get a motorcycle accident with head trauma such as that a neck brace will be applied as an initial precautionary measure. The head trauma to me looks like the person was not wearing a helmet and would be indicative of possible serious brain injury. Once the victim is stabilized, braced etc.The neck injury then becomes not the primary concern. However I would think that dealing with the likelihood of a subdural hematoma would be the first concern for "medivac".
