Man Charged With Abusing 11 Boys in Takeo

A Cambodian-American who returned to the country after being convicted of child sexual abuse in the U.S. was charged on Monday for allegedly sexually abusing 11 boys in Takeo province, police and an anti-pedophile NGO said.

Tan Saravuth, who holds dual U.S. and Cambodian citizenship, was charged with procurement with regard to child prostitution by the Takeo Provincial Court, said Lim Sokhorn, deputy head of court administration. He faces seven to 15 years in prison.

“He confessed to touching the boys’ genitals,” said Suth Bunthorn, director of the provincial anti-human trafficking and juvenile protection bureau.

The family of one of the boys filed a complaint with local police in December, Mr. Bunthorn said. The suspect was able to elude authorities by traveling to Thailand and Battambang province between then and the time of his arrest, he added.

Mr. Saravuth was arrested on Friday in Phnom Penh’s Daun Penh district...

The alleged victims included 11 boys aged 10 to 15 years old from Takeo’s Tram Kak district, where Mr. Saravuth had lived, said APLE, which assisted in the official investigation.

The suspect returned to Cambodia from the U.S. in 1997 and had been living in the province since around 2002, police said. He told police he was arrested in the U.S. for molesting underage boys and jailed for one month.

Police said Mr. Saravuth was born in Cambodia but immigrated to the U.S. as a refugee in the early 1980s, the Associated Press reported. His age has been given as 47, in his Cambodian ID card, and 57, in his U.S. passport.

Mech Sarun, Mr. Sreang’s wife, said their son, now 12, spent time with Mr. Saravuth when the boy was about 8 or 9 years old. Mr. Saravuth took some children on overnight trips to a Phnom Penh hotel without their parents, she said.

“I already asked two or three kids, did [he] hurt or rape you? The kids replied, ‘No, you just heard a rumor’…. The kids just replied: ‘Uncle just kissed and hugged us when we were hanging out at the pagoda, nothing else.’”

Mr. Saravuth gave the children mobile phones, bicycles and clothing, she said. The procurement charge apparently relates to gifts that he allegedly gave the children.
“He likes kids who have no parents,” Ms. Sarun said. “In general, he likes kids.”

Sex abuse case shows holes in enforcement

On the heels of the arrest of a known US sex offender who allegedly molested 11 Cambodian boys since 2010, experts yesterday were quick to blame shortcomings in law enforcement as the root of the Kingdom’s continued status as a child-sex tourism destination.

Cambodian-American Tan Saravuth, 47 – arrested on Friday after one of the victims came forward – had been charged in the state of Oregon with multiple sexual offences, information available to anyone with an internet connection.

Citing a “lack of a robust child protection program”, UNICEF yesterday called on the government to strengthen the capacity of police in combating sex crimes and for immigration authorities to strengthen border controls to deny entry to people identified as perpetrators.

Khieu Sopheak, spokesman for the Ministry of Interior, meanwhile, said immigration officials check people coming into the country against a “blacklist” compiled by regional authorities, which “sometimes” includes sex offenders.

However, he was unaware of any measures to identify child abusers within the country, but maintained that people who come to Cambodia and commit crimes are expelled...

Given that the perp was a Cambodian citizen I can't see how he could legally be denied entry. They could at least have monitored him.

American jailed over sexual abuse of 12 boys

Takeo Provincial Court has sentenced a Cambodian-American man to seven years in prison for purchasing child prostitution in Tram Kak district, where he molested at least 12 underage boys from 2013 to 2015 at a pagoda.

Anti-paedophile NGO Action Pour Les Enfants issued a statement about the verdict yesterday, saying that the court convicted Tan Saravuth, 48, and sentenced him to seven years in prison last week. Lim Sokhorn, spokesman for the provincial court, confirmed the case yesterday.
“Takeo Provincial Court decided to sentence Cambodian-American Tan Saravuth to seven years in prison for purchasing child prostitution in Tram Kak district’s Sre Ronong commune from 2013 to 2015,” he said.

Aple said that police began investigating Mr Saravuth in 2016 for suspected child sexual abuse and exploitation.

During the investigation, Anti-Human Trafficking and Juvenile Protection police identified 17 potential victims, all aged between eight and 15.

In April 2017, anti-human trafficking police and provincial police led a raid to arrest the suspect, rescuing 11 victims in Tram Kak district, where Mr Saravuth had been living since 2012 after returning to Cambodia in 1997 from the US, where he was previously jailed on child molestation convictions.

After the arrest, police identified a further six potential victims, bringing the total to 17. The court recognized 12 of the boys as victims and ordered Mr Saravuth to pay them about $7,000 in compensation.

“Tan Saravuth was known to many villagers because of his false kindness,” Aple said in its statement. “He built trust within the community and started grooming various families there through lending them money and paying them to take holiday trips before ultimately taking the community boys to his residence in a pagoda in Takeo’s Tram Kak district.”

Mr Saravuth’s lawyer Peov Thanak said yesterday that his client did not deny the charges and that he confessed to the crimes, while also informing police of his previous convictions in the US.
