Military cops booted after failed drug tests

Six military police officers have been dismissed for illegal drug use amid an ongoing internal investigation, the national military police spokesman said yesterday. Eng Hy said the six were fired after drug testing revealed traces of narcotics in their urine.
“As members of the armed forces, we need to respect the law,” Hy said. “Therefore, we have been conducting an internal investigation of the military police for about five months. The higher-ups are informed when drug users are found so that these users will be removed.”
He added that military police will “continue to crack down on drug users and disseminate information discouraging drug use . . . We do not have data about how many percent have undergone testing because reports have not been submitted. All personnel [about 10,000] will be investigated.”
RCAF Deputy Commander General Ith Sarath, meanwhile, said that similar urine tests have now begun for the nation’s armed forces as a whole.
The dismissals come amid a government crackdown on drugs that has seen more than 1,000 people arrested since its January 1 launch.
Separately, Touch Samuth, 45, a second lieutenant in the Kampot police force, was arrested on Tuesday after local authorities found him peddling drugs in the province’s Kampong Trach district...

Police in Kampot province put one of their own teaching officers under surveillance for drug trafficking and found crystal methamphetamine during a raid on the 45-year-old deputy chief’s house, an official said.
Touch Somuth was arrested at about 4 p.m. on Tuesday during the raid in Kompong Trach district’s Russei Srok Khang Lech commune and 45.17 grams of meth was seized, provincial police chief Mao Chanmathurith said. Mr. Somuth is set to appear at the Kampot Provincial Court today.
“He had been under investigation by our police officers for about one month,” Mr. Chanmathurith said on Wednesday. “We arrested him at his house after receiving a tipoff and discovered 50 small packages and two larger packages of meth.”
Mr. Somuth “confessed that he had been trafficking drugs for about one year,” Mr. Chanmathurith said.
He said the suspect had overseen the training of other police officials as the deputy chief of the provincial police’s training section and his arrest would have wider implications for the force.
“I think it can affect the reputation of the police force nationwide, but we have to arrest a person who has committed wrong, even if they are in a high position,” Mr. Chanmathurith said...

Another Kampot policeman from Kampong Trach has been arrested for drugs. Either this is a big coincidence or it is tied up with the case of the other police official, Touch Samuth, who was arrested last week. (See above post.)
Commune police chief on drugs charges

A commune police chief has been arrested along with five others for allegedly running a drug ring from his home in Kampot province’s Kampong Trach district.
According to a district police officer, 36-year-old Captain Loek Socheath, the head of the Russey Srok Khanglech Commune Administrative Police Post, was arrested on suspicion of using and trafficking drugs.
Police arrested Cap. Socheath and five others after raiding the commune police chief’s home in Lork village on Saturday.
“Of the six suspects, the commune police chief Loek Socheath was the mastermind and the ringleader of the drug trafficking syndicate,” penal police officer Tith Sopheap told Khmer Times in a phone interview yesterday.
“They were arrested after district police, in collaboration with provincial anti-drug police officers, raided Loek Socheath’s house in the village on Saturday afternoon. They were arrested while using drugs,” he said...

Soldiers arrested for selling drugs
Two soldiers were arrested by military police yesterday, accused of drug trafficking in Battambang province’s Samlot district. District police commander Major Eam Seng Oeun named the pair as Sim Vanthy, 32, and Say Sokchea, 19.
Both are attached to a military unit based in the district.

Two more policemen arrested in the drug crackdown. Apparently they were supplying the local prison.
Two police officers were charged by the Tbong Khmum Provincial Court yesterday with possessing and trafficking about 200 grams of crystal methamphetamine in the province.
Chuon Samnang, a police officer with the provincial anti-drug trafficking unit, said the two suspects were Second Lieutenant Touch Sakun, 32, a police officer at Trapaing Thlong Prison, and Second Lieutenant Pal Seiha, 19, a police officer with the Interior Ministry’s protection unit police.
They were charged with drug possession and trafficking under article 40 of the Law on Drug Control after being arrested in Ponhear Krek district’s Trapaing Thlong commune on Thursday afternoon.
“They were the target of drug traffickers, who always brought drugs to sell to prisoners,” Mr. Samnang said.
“They were arrested after police searched them and their car for illegal use of weapons and drugs,” he added, explaining that the men had been in civilian attire at the time of their arrest.
After the search, police seized three packages of crystal methamphetamine weighing about 200 grams and a Toyota Highlander SUV.
“According to the charges and the drugs seized from them, they are facing punishment of five years each in prison,” he said.

Working groups are being created within the Interior Ministry to tackle the problem of law enforcement officers' who are involved with drug traffic and use.
Sar Kheng targets police drug use

Interior Minister Sar Kheng intends to create a working group to crack down on drug use and trafficking by law enforcement authorities, he announced at a meeting at the ministry on Wednesday.
The announcement comes in the midst of a drug crackdown that began at the start of the year.
“I have asked to create the working group in charge of fighting against drugs in the Interior Ministry,” Kheng said. “Please do not forget that in the ministry previously there have been police who both sold drugs and used drugs.”
Interior Ministry Undersecretary of State Chan Ean would head the working group, Kheng said. Kheng added that he has asked the Royal Cambodia Armed Forces (RCAF), the Ministry of Defence and the military police “to take the same approach”.
[Comment from Naly Pilorge, of rights group Licadho]: “This plan is like asking robbers to investigate robberies,” she said. “If there is any chance to pursue drug use and/or trafficking amongst police officers, investigators must be independent.”
