But all that, how true or untrue it may be, doesn't take into account foreigners on non tourist visas. I suspect in a few years time they will be very expensive and long stays, renewable primarily only for businessmen.

You may be correct. Who knows. I for one would not be comfortable with that scenario. I have not seen that in VN. But technechly it is not military ruled gov. Is it that way in Thailand? Burma?
I saw that in Venenzuela 40 yrs. ago. The young guns on the street I mean.

Latest in the political chess game - CNRP concedes their slogan, but hopes the positions of party president and deputies will be approved by the government.
Yesterday the ruling party got what they wanted, in writing, in what the CRNP said was the spirit of “reconciliation”. In two separate letters sent to Kheng, the opposition officially withdrew the slogan from the CNRP political platform and reaffirmed Kem Sokha as president and Mu Sochua, Eng Chhay Eang and Pol Ham as deputies, a decision which they believe will be this time honoured by the Interior Ministry.

Although the CPP has been accused of using harsher methods to drive political bargains, including trumped up charges and arrests, analysts yesterday saw the episode as another example of legal harassment by the CPP to weaken and exact concessions from their opponents as the June commune elections approached.
Social commentator Meas Ny yesterday likened the situation to a boxing match with the referee fighting for one side.

Ministry finally validates CNRP internal rule changes
THE Interior Ministry has finally acknowledged the amendment to the CNRP’s internal regulations some two months after they went into effect.
In a letter signed by minister Sar Kheng yesterday, the ministry recognised the amendment to article 47 of CNRP rules – which allows for a new president and vice-presidents to be elected within 30 days after a resignation – putting to end a weeks-long fracas between the two leading political parties.

The Interior Ministry had deemed the election of CNRP’s three vice presidents – Pol Ham, Mu Sochua and Eng Chhay Eang – as being invalid in March because the ministry had not been formally informed of the party’s amending its internal rules.

Ministry spokesperson Khieu Sopheak said that the ministry had officially received CNRP’s letter informing them of the party regulation amendments but also warned the opposition to play by the book in the future.
“From now on they have to follow their party regulations which are being kept at the ministry,” he said...

Cambodia’s HE Warns of Civil War Ahead of Local Elections

Cambodia’s Prime Minister HE on Tuesday warned of civil war if the public does not support his ruling Cambodian People’s Party (CPP) in local elections slated for next month, but observers said his threats are doing the nation more damage than good.

Speaking at the inauguration of a government office in Tbong Khmum province, HE said Cambodia’s current state of peace could be upended if the people do not work to keep it intact.

“The saying ‘a bird in hand is worth two in the bush’ is true—be wary of the bird in hand and do not lose it,” he said.

“Please beware that the peace enjoyed throughout the country can be very precarious. If you want to see how fragile this peace is, you only need look to Facebook posts [by the opposition Cambodia National Rescue Party (CNRP)] … You’ll see how war is started.”

HE has made similar threats in recent months, with CPP-controlled media regularly alluding to civil war as the country prepares for commune elections in June.

None of the claims concerning "democracy" are provable or falsifiable/testable.

1), It was a ploy to appeal to other "democratic " countries to send more foreign aid to a "developing" democracy.

2). Why don't they stop. Possibly because Prime Minister has a patina

2). Why don't they stop. Possibly because Prime Minister has an aura of respect that "Head Honcho at the top of the stairs" fails to convey.
