A 6-month-old girl was kidnapped on Thursday in Phnom Penh’s Sen Sok district but safely returned to her parents the same day after being found in a rubbish bin, local authorities said yesterday.
Mak Hong the Sen Sok district police chief, said that suspect Yin Sotheara, 33, abandoned the infant in a plastic bag, then rode off on a motorbike, only to be later caught by police.“We found her and arrested her.”
Teuk Thla commune chief Tan Navin said the suspect was a “close friend” and neighbour of the parents of the abducted child, who was found about 40 minutes after police were alerted she was missing.
“She put the baby next to the rubbish bin and the ants bit her. The suspect taped shut the baby’s mouth and bound the feet to not let the baby move,” he said, adding that the infant is “fine now”.
According to Navin, the suspect took the child from the upstairs room of a home while the parents were having dinner downstairs. The parents, he continued, immediately contacted the authorities once they noticed their child was missing.
Navin said that while Sotheara has confessed, police were tight-lipped about the motive.
Meanwhile, district chief Hong said Sotheara is being charged with attempted murder rather than kidnapping and her case will be sent to court today...

Woman charged with baby ransom

A 33-year-old woman was charged by the Phnom Penh Municipal Court yesterday with kidnapping her friend’s five-month-old baby in a failed bid to extort a ransom.The incident happened in Phnom Penh’s Sen Sok district last week.
Yin Sotheara was charged with “unlawful removal, inter alia, of a minor” under article 9 of the Law on Suppression of Human Trafficking and Sexual Exploitation and has been sent to prison, according to district police officer Kong Veasna.
She faces from two to five years in prison if found guilty, he said.
Mr. Veasna added that last Wednesday at about 8:30pm, Ms. Sotheara visited her close friend in Teuk Thla commune.
At about midnight, while her friend was busy playing cards with friends upstairs, Ms. Sotheara took the baby, who was sleeping alone downstairs, taped her mouth, put her into a plastic bag and went home.
Ms. Sotheara abandoned the child at a garbage dump in Por Senchey district’s Kakab commune at about 4am the next day because she feared her friend knew she had taken her baby, added Mr. Veasna.
The baby was later found by villagers after they heard her crying from the garbage dump. They then reported the discovery to local police.
Ms. Sotheara was arrested on Thursday after a complaint by the baby’s mother, said Mr. Veasna.
Deputy district police chief Yim Davuth said Ms. Sotheara admitted kidnapping the child when she was questioned at the district police station.
“She confessed that she decided to take the baby because she planned to extort money from the baby’s mother. She also said she loved the baby,” he said.
