PM takes aim at Post, analyst

Prime Minister HE yesterday claimed to have an audio recording of an interview between a Post journalist and an opposition source, which circumstances suggest could have been obtained illegally.

The premier made the remarks during a speech at a graduation ceremony on the capital’s Koh Pich, during which he also criticised prominent political analyst Meas Ny, who yesterday said he felt “very anxious” about being singled out.

HE claimed he had obtained a recording of comments by Cambodia National Rescue Party chief whip Son Chhay about the opposition’s decision this week to not attend parliament, prior to them appearing in yesterday’s edition of The Post and suggested he had a person inside the newsroom.

“When The Phnom Penh Post interviewed you, [The Post] sent your original audio to me . . . yesterday,” he said, holding up yesterday’s edition of Post Khmer.

“Don’t forget, inside The Phnom Penh Post there is my person.”

Proposed Rules Could See CNRP Dissolved

Prime Minister HE vowed sweeping changes to Cambodia’s law governing political parties in a move that could eliminate the CNRP and remove opposition leader Sam Rainsy—or any other politician convicted by Cambodia’s courts—from a leadership position.

The new rules would bar convicts from holding leadership positions, limit the influence of foreign financing and even dissolve parties whose members acted illegally, he said...

Thailand’s military-backed Constitution offered a good benchmark for Cambodia, the prime minister told the crowd.
“I think that we should follow Thailand, which means anyone committing serious mistakes would cause their party to be dissolved,” he said...

I think after 2013 he does not want to take the risk this time around. Easier to just get rid of them.

I believe I have read somewhere that it is illegal to record a conversation in Cambodia without informing the people that it / they are being recorded, although it may have only being telephone conversations.

I will try and find it but this was 6-7 years ago

Ok i found this....
Relevant provisions in the draft Penal Code that may affect the free speech.
Theis draft penal code passed the Council of Ministers two week ago and it is now
pending at the National Assembly for adoption.

Article 301:
Listening or Recording Private Speeches
The acts of listening or recording the privately announced or confidential speeches
without the consent of the concerned person, is punishable, except for the cases
where it is authorized by law, by an imprisonment of between 1 (one) month and 1
(on
e) year and a fine of between 100,000 (one hundred thousand) and 2,000,000
(two million) Riels.
If the affected person is informed of the listening or the recording and he did not
oppose to it, his consent is therefore presumed.

The law is for members of the public who are not beneficial to a family's concerns. So what's unusual in a lot of Cambodian families about that?
I always remember that post on TOF that had a video of a young Khmer security guard - relation of the building owner - breaking into someone's apartment in a complex with a key- and stealing cash. Was he on duty the next day? Yes. Were the police called? No. HE has one of the most powerful families. :D
