Cambodia, Russia sign extradition treaty

Cambodia and Russia on Wednesday signed an extradition treaty in a bid to prevent cross-border crimes and human trafficking.
Justice Ministry spokesperson Kim Santepheap told Khmer Times yesterday that the deal was signed when Justice Minister Ang Vong Vathana visited Moscow earlier this week to meet his Russian counterpart Alexander Konovalov.
Both countries discussed criminal extradition, prisoner exchanges as well as mutual assistance on criminal matters.
“So far, both leaders have reached an agreement and signed the agreement on extradition, but the other two matters are still in the midst of negotiation,” Mr. Santepheap said.
“For example, if any Russian citizens have committed a crime in his or her country and they flee to Cambodia, Cambodia then has the obligation to extradite them following a request by Russian authorities,” he explained.
The treaty paves the way for several Russian nationals to be extradited from Cambodia after skirting similar extraditions in the past on the basis of there not being a formal extradition treaty...

Parliament approves extradition law
November 16, 2018
The National Assembly yesterday approved a law on the extradition of criminals between Cambodia and Russia.
Pen Panha, chairman of the commission on legislation and justice, said the law would facilitate the extradition of wanted criminals in both countries.
Mr Panha added the extradition treaty would combat transnational crimes such as human trafficking, terrorism and money laundering.
“Cybercrime is also an issue the world is currently facing,” he said. “It is a crime that can be committed beyond borders.”
National Police spokesman Lieutenant General Chhay Kim Khoeun said he supports the treaty.
“I think that an extradition treaty between Cambodia and Russia would be good,” Lt Gen Kim Khoeun said. “It would make it easier to extradite criminals between both countries.”
The law must now be approved by the Senate.

Law ratifying Russia-Cambodia Treaty on Mutual Legal Assistance in Criminal Matters

The President signed Federal Law On Ratification of the Treaty between the Russian Federation and the Kingdom of Cambodia on Mutual Legal Assistance in Criminal Matters.
The Treaty was signed in Moscow on September 26, 2019 in order to strengthen the international legal framework of Russia-Cambodia cooperation on mutual legal assistance in criminal matters.
The Treaty sets forth the terms of providing legal assistance, the types and scope of legal assistance provided by the parties and sets the requirements for the form and content of a request for legal assistance and the procedure for executing such a request.

Cambodia, Russia Boosting Mutual Legal Assistance to Curb Crimes

Cambodia and Russia are enhancing cooperation on mutual legal assistance to curb crimes on the principles of non-interference in internal affairs and solidarity.
The update was shared following the endorsement of the draft law on approval on Treaty on Mutual Legal Assistance in Criminal Matters between the Kingdom of Cambodia and the Russian Federation by the 6th session of the 4th legislature of Cambodian Senate recently.
The session took place at the Senate of Cambodia here in Phnom Penh under the presidency of H.E. Sim Ka, Acting President of Senate.
According to H.E. Mam Bunneang, Senator and Spokesperson of the Senate, the draft law is crucial for the two countries to establish a judicial framework for travel.
It will also ease the implementation of the mutual legal assistance request in order to facilitate the investigation process and judicial procedure.
The draft law is made in line to the article 38 and new article 113 of the constitution.
