About a hundred people yesterday marched to protest the arrest of a Poipet unionist on dubious allegations of running his car into a police officer, with scuffles ensuing as local police officers attempted to snatch and rip apart signs they were holding.
Five days after Mang Puthy, head of the Cambodia Informal Economy Reinforced Association union, was jailed, protesters blocked the road near where the incident occurred to demand his release. “We still cannot believe that my husband crashed into the police officer and seriously injured him like this because all people can see the video,” said Puthy’s wife, Houm Srean, referring to a video widely circulated online since the man’s arrest.
“He is not at fault. He comes here only to help the workers who have problems,” said protester Nhem Neang.
However, Banteay Meanchey deputy prosecutor Sok Keo Bandith on Wednesday released a statement defending authorities’ treatment of Puthy, which was followed yesterday by a similarly worded statement from the Ministry of Interior. It insisted Puthy had indeed hit Pisith, not to mention insulted and disobeyed him. “Therefore, the public can please wait for final result of court’s actions.”

The video posted on facebook last week which allegedly shows Mr Pisith, the "victim" , at his Thai guest house last week, trotting down some stairs, not looking particularly injured:

The videos feature surveillance footage dated Tuesday, five days after Mr. Pisith’s fall, and are overlaid with commentary remarking on Mr. Pisith’s fluid movements and apparent lack of injury. The man in the footage gracefully walks down stairs and across the hallways.
Authorities have been quiet about what injuries Mr. Pisith supposedly sustained, saying only that he had been taken to a hospital in Thailand for treatment.

The local authorities, having recently discovered that Cambodians are poor, have decided to stop taking a fee from locals crossing the border into Thailand. A provincial governor canceled border-crossing fees at the Poipet International Border Checkpoint on Thursday in a move that aroused suspicions it was merely attempting to curry favor with locals enflamed by the controversial arrest of a local opposition and labor leader.
Immigration police officers at the checkpoint were ordered to stop taking a 1,000 riel, or about $0.25, fee from Cambodians crossing the border into Thailand, according to a statement signed by Banteay Meanchey governor Soun Bavor.
The statement says the decision was made on the advice of Ke Kim Yan, a deputy prime minister and head of the CPP’s working group in the province.
The fee suspension had nothing to do with the tensions that have resulted from the arrest last month of Mang Puthy, the deputy head of the CNRP in Poipet City, who was charged with aggravated intentional violence for allegedly driving his SUV into Chhean Pisith, deputy chief of the Poipet checkpoint, said deputy provincial governor Um Reatrey.
Rather, the sudden policy change was another government effort to alleviate poverty, he said. “The government learned that Cambodians are facing livelihood problems, so they don’t need to pay a fee every time they cross the border.”

Cambodia DailyThe opposition official’s lawyer, Kim Socheat, said that Appeal Court Presiding Judge Nguon Rattana decided to release Mr. Puthy on bail.
“The presiding judge decided to release him on bail with the conditions that he cannot change his address, must show up every time he is summoned and he will be under court supervision,” Mr. Socheat said.
“The verdict ordered he be released immediately,” he said, adding that the provincial authorities needed to be informed before he can leave jail.

Mr Puthy, the driver of the car involved in the "Floppergate" social media scandal, has resigned from the CNRP. The reason stated for his resignation is that NGOs must be neutral under Cambodian law. This may be so, but surely Puthy was not the only NGO director in Cambodia belonging to a political party ? The future will tell if Puthy's resignation is part of a general campaign to ensure the neutrality of NGOs, in which case more resignations will follow, or if it is a one-off trade with the person concerned, designed to put a lid on an embarrassing subject of social media discussion.

Opposition official and unionist Mang Puthy yesterday resigned from the Cambodia National Rescue Party, citing increased legal issues in the weeks since his release from Banteay Meanchey Provincial Prison for allegedly striking an immigration official with his car.
The decision followed a meeting with Poipet Town Governor Ngor Meng Chroun, who yesterday told The Post he was unaware of the decision, but had cautioned Puthy that his NGO must be politically neutral under Cambodian law.
Puthy, who is executive director of the Cambodia Informal Economy Reinforced Association (CIERA), was charged with aggravated violence in December for allegedly hitting Poipet immigration officer Chhean Pisith with his SUV.
A video clip of the incident that went viral showed Puthy’s car to be stationary when Pisith collapsed in front of it, resulting in widespread outrage, and mockery of Pisith. The outrage only grew after security footage from a Thai guesthouse showed Pisith walking normally just days after he was photographed wearing a neck brace and being wheeled around on a gurney.
Puthy was freed on bail on January 14, in what some considered a face-saving move by the government to quell the social media fury.
Reached yesterday, Puthy said he was resigning from his party position for want of time and also because of a growing number of legal complaints against him relating to a local land dispute, a past protest at the customs office and the recent “flopper” case.
“I would like to inform the chief [of local CNRP council] that I have to fulfill my tasks at the association. So, I don’t have enough time for party work,” the letter dated January 16 reads.
The unionist added that the move would not be followed by a defection to the Cambodian People’s Party but was simply an attempt to maintain his union’s neutrality...
