Kandal Police Paused A Wedding of An Australian Man and A Cambodian Woman
on 25 Jan 2017, at around 09”10 am, district police chief, deputy district police chief, commune chief and commune police in Saang district paused a weeding of a foreigner man and Cambodian woman which was disguised as an engagement ceremony. Police identified the groom as 36 years old, Clinton Andrew Chapman, Australian. The bride is a 25 years old Cambodian woman, Ly Monyroth. Police suggested the couple to go asking for permission document from interior ministry and the Australian Embassy in Cambodia, though the couple showed their certificate of no impediment to marriage issued by the Australian embassy in Cambodia to police.
In the certificate of no impediment issued by the Australian embassy stated that Mr. Clinton is 43 years old despite his passport clearly stated he was born in July 1981.

Koh Santepheap Daily News reported that the wedding was paused because the groom had been overstaying in Cambodia.

Australian’s ‘illegal’ wedding stopped
The wedding ceremony of a 36-year-old Australian man and his 25-year-old Cambodian bride was immediately halted yesterday by authorities in Kandal province’s Saang district for being “illegal.”
Deputy district police chief Say Saravoan said the wedding was stopped because the couple had not obtained legal permission. The groom’s visa was also found to have expired.
“Local authorities decided to stop their marriage because it was an illegal marriage. They did not have permission from the Cambodian Ministry of Foreign Affairs or other related ministries,” he said.
“In addition, they did not inform or write to our authorities but still tried to celebrate it, illegally. The Australian’s visa has also expired.”
Andrew Chapman Clinton and his bride-to-be Ly Monyrath from Prek Balath Chhoeng village became engaged last week, according to Mr. Saravoan.
Sok Veasna, a police officer with the provincial anti-human trafficking and juvenile protection unit, said that legal weddings between foreigners and Cambodians required permission from either the Foreign Affairs Ministry or the Interior Ministry.
Copies of the permission letters should then be submitted to both provincial and local authorities where the wedding will take place, he added.
He said some foreigners had previously married Cambodian women illegally in Kandal province and took their wives abroad, but the women were later trafficked and sold into prostitution.

As usual in Cambodia, one story has many versions. In today's PPP article, the bridegrooms age and his visa were fine, the problem was the celebration of a wedding without the correct 'paperwork' to the local authorities.

The cops turned up at my wedding ceremony, you have to have your marriage certificate up for three weeks on display in the venue. Mine was late arriving as they decided I was American at some point in producing the papers, so I had to have it redone and got it the day before. They were sniffing around for $500 but my wife's Godfather and his buddies just waved at them and they fucked off. Very much a no-no, any whiff of it being a wedding, despite you saying "Happy Birthday" or some shit out the front, and it's a big fine.
