The Pattaya diver who was found with his throat cut and body attached to a pole was finally identified as Tom Kech [according to Pattayaone news.]
A goodbye message to his wife has been posted on FB, but for the moment nobody knows if it was a suicide note or just a goodbye. It all seems a bit strange and melodramatic.

Case of Diver Found with Throat Cut Closed as Suicide

A couple of weeks ago, Frank Thomas Kech, 52 year old, was found about 500 meters off the Coast of Koh Larn Island. He was dressed in diving gear, tied to a concrete pile with a nasty looking gash in his neck. A backpack was later found close by.

Initially police had suspected foul play and launched an immediate investigation into what had happened, collecting various bits of evidence as well as contacting those closest to him, in particular, his Thai girlfriend.

After just over a week, the Thai police have now come to the conclusion the Mr. Kech committed suicide. They say that the “key” bit of evidence that has lead them to this conclusion is an electronic message sent to the girlfriend from Mr. Kech before he passed away.

In the message Mr Kech states he is leaving his girlfriend and says, quote “time to fulfill my life dream of moving on”

He also states how he had left some money for his girlfriend in order for her to, quote find someone who can make your dreams come true”. He also gave her access to his safe which contained several other valuable items.

The cause of death, according to police, was that Mr. Kech slit his own throat.

How many people commit suicide by slitting their throats? Must be a tiny percentage of suicides. Definitely possible, but I'd keep an eye on that girlfriend and see if she's got a new boyfriend...

The note the guy wrote was ambiguous - goodbye wifey could mean anything. He does say "Remember, my life was fantastic..." But he could be referring to his life with her.

But something is not quite right.
He's only 52, there's no mention of illness, mental or otherwise, and why would he go to all that trouble of putting on in a diving suit, tying himself to a pole and then slitting his own throat ? That's a particularly difficult and torturous way to kill yourself. Possible, but...
But the wife has no motive. If he was already leaving her, what's the point in killing him ?

The poster who suggested he might have been fishing in the wrong place could be right then.

Well, the obvious problem is that anyone could have e written that. It was written in good English, but literally anyone could have written it if they had his phone.

Very rare and very strange. But the case has been closed, so unless there are family who are asking questions, it will remain a suicide.

Not so rare in Thailand then. Another case of a foreigner allegedly committing suicide by cutting his throat in the same week:

A long-term US expatriate living in Phuket committed suicide by slashing his own throat.

On December 20 at around 21:00, the body of Mr Ruszbach Chlaszlo Gyorgy, 62, was found by his wife who made a distress call to the police saying that she had found her husband’s lifeless body on their bathroom floor. Officers from Chalong Provincial Police Station and rescue volunteers were immediately dispatched to the scene.

Arriving at 95/26 Soi Houypru in Phuket’s Rawai subdistrict, rescue workers first had to take care of the wife who had passed out briefly from the shock of finding her husband dead. She was sent to Wachira Phuket Hospital for treatment.

Police officers entered the bathroom to find Mr Gyorgy’s body. Covered in blood, he was lying on the tiled bathroom floor under the sink only wearing underwear. His throat showed three deep cuts which police assume to have caused the death. They also found a blood-stained cutter and bagged it as evidence...
