Drowned man with hands bound was not murder, say police.
Kampong Speu police have ruled out foul play in the strange case of the drowned man who was found in a lake with his hands tied together. They say that the deceased bound his own hands together because he was subject to epilepsy, and he subsequently drowned by falling or jumping into the water. It is not mentioned if the police think it was more likely to be an accident or a suicide.
Police issued a statement after there was much speculation on social media when the drowned man was shown in a photo with a rope around his neck. A police spokesman said that the rope had been attached by the police to haul out the body, so had nothing to do with the cause of death.

Police from Kampong Speu province’s Phnom Srouch district yesterday denied reports that a “mentally ill” man, who was fished out of a lake with a rope around his neck and his arms bound, was murdered.
Deputy district police chief Soun Chan said the 25-year-old had drowned on his own account after he had bound his own hands.
The rope around the victim’s neck, however, was tied on by police and used to pull the victim’s body out of the lake after he was found dead Monday afternoon, he said.
He also said the victim suffered from epilepsy, but did not say he had any form of mental disorder, despite him being described as “mentally ill” in the police report.
Oral district deputy police chief Orn Yutha said the victim often tied his own arms together to prevent himself flailing whenever he had seizures.
“I saw in the report that he is mentally ill and always used string to tie his body and sometimes he would convulse on the street...

The police do not understand why that photo caused such a fuss on social media.
Obviously, the guy who drowned tied up his feet first, then tied his hands with his teeth - and so yeah, nothing to see, he used to do this all the time, because that's what epileptics do. And the rope around his neck ? Well thats how the police recover suspicious drownings - with a bit of rope and a lasso around the neck There are some very stupid people on social media.
And don't ask what the man was doing dressed only in orange jocks, tied up on the edge of a pond in the first place. Or how he got there ?
RIP. Let's hope the the social media 'fuss' incites the police to further investigation.

Additionally, only Phoeun’s feet were tied tightly together and knotted. His hands were wrapped up in an unknotted rope, leading police to believe that he tied himself up.
