On Koh Rong, Gov’t Working Group Deciding Who Owns What
After getting the rights to develop Koh Rong island in 2008, the Royal Group started clearing land last year in preparation for the construction of its luxury Royal Sands resort.
Villagers, business owners and small landholders on the island off the coast of Preah Sihanouk province have been caught in limbo, unsure of whether their land still belongs to them.
That uncertainty may end soon. The provincial government has established a working group to decide which land belongs to village residents.
Koh Rong’s deputy commune chief Chhoeun Chantha told Khmer Times that the working group is using a simple, three-step criteria to determine which villagers will get to keep their land and which will be evicted.
“People can get a land title if they have lived there since before 2008, now occupy land and a house or have a permanent home there,” he said.
This is good news for long-time residents of the island, but some of the roughly 600 families affected are still concerned.

Authorities on Preah Sihanouk province’s Koh Rong island yesterday started measuring out a land concession given to the Royal Group, which is building a five-star hotel and resort, in order to allow the company to develop the area and to provide plots to some villagers with whom it is in a land dispute.
Koh Rong commune chief Uong Nith said that the provincial level had instructed him to begin carrying out the surveying to allow authorities to properly register the land and allow its use, and that he had hosted the first meeting of the involved officials in the morning.
Heam Lann, one of the villagers, said that about 20 people had come to measure the land in his area in the morning, and that villagers were hopeful it would lead to an end to the dispute. “We heard that they came to measure it to make titles for the villagers,” he said.
According to a document signed by Deputy Provincial Governor Son Phorn on November 25, the work is scheduled to be completed by Sunday, allowing the land to be allocated privately.
“Register the private land of the state with the provincial hall, in order to allow Royal Group to develop in compliance with government policy,” it instructs. Royal Group, owned by tycoon Kith Meng, received a 99-year lease to develop Koh Rong in 2008.

I'm not sure the Royal Group has won anything with these decisions, there are quite a few old land titles kicking around which are now going to be honoured, and the island locals are definitely upping their game with renting/selling out plots where two or three years ago there was little demand or stability due to the lack of paperwork. Certainly expect the whole island to be paved over in ten years but RG have gone from owning the whole island concession to being stuck in a measured area on Sok San. No more golf course and maybe no more runway.

Anybody been to Sok San beach since Feb 2016 ?
Just wondering how much more destruction has been done to the beach , shrubland & jungle ?
What about the road carved out of the jungle all the way around the southern tip of the island ?
