Translation problem - it didn't say he drowned, just gave the impression - it probably should have read "found by" the Mekong river in the first news, instead of "floating in". Later news from KK says that the police suspect that he was murdered, and THEN it was revealed that the body was found buried, not washed upon the river bank.
It looks like there was probably foul play of some sort. The whole story of this disappearing Korean is peculiar - another strange thing is that the victim's ID was found buried with the body - according to the same news sources.

First sources:
Spoiler:
KK's translation is this :
On December 12 at 4PM the corpse of a Korean man was found floating in the Mekong River at Koh Kiev island which is located in Chroy Ampil village, sangkat Kbal Koh, khan Chbar Ampov, Phnom Penh.
Rough translate from Khmeread:
The police found identification sensor bodies floating in the river .

All sources seem to agree now that the body of the Korean man was found floating in the river and that he was murdered. The questions remaining are who, where and why ?

Wednesday, 14 December 2016
A South Korean businessman was killed and dumped in the Mekong River in Kandal province’s Kean Svay district on Monday. Captain Vong Se, chief of the major crimes unit in Kean Svay, said police are looking for anyone involved in the murder of 66-year-old Lee Kyusong, a businessman who had been living in Phnom Penh.

His body was found on floating near the riverside in Koh Prak village.

“According to an examination of the victim’s body, this is a murder case and the offenders beat him and broke his jaw and teeth,” Captain Se told Khmer Times yesterday.
“After his murder, he was thrown into the Mekong River and the offenders fled.”

Mr. Lee had been missing since December 5 and his body has been turned over to his family for funeral arrangements.

Brigadier General Eav Chamroeun, chief of the Kandal provincial police, said they have not identified any suspect.

A South Korean national identified by police as Lee Kyou Sung, 66, was found floating in the Mekong River in Kandal’s Kien Svay district on Monday. District police chief Pat Sam Et said he is treating Sung’s death as a murder, adding that family members said Sung had been missing for a week.

Sam Et noted that relatives said Sung had undergone heart surgery three years ago but was ruling out a heart attack for the time being as he felt it would be unusual for an “elderly” cardiac patient to venture out by himself without informing family members.
