Environment Ministry spokesman Sao Sopheap said yesterday that residents of Derm Sleng village in Chbar Ampov would not be allowed to continue disposing of their trash into the Tonle Sap river, with his ministry asking City Hall officials to end the practice.
Yesterday, the Post reported that the village, which lacks regular municipal trash collection services, was using the river as its dumpsite, with garbage accumulating in a 12-by-10-metre pile along a riverbank before spilling down into the river’s waters.
A video showing workers sweeping Water Festival trash into the river had sparked public outrage only a day before, and Sopheap said yesterday that using the river as a dump was “unacceptable for the ministry”.
“This affects our water quality . . . and causes environmental problems,” Sopheap said, adding that Derm Sleng village would now not be allowed to dump in the river. “They cannot continue to do so.”
Yet he downplayed the issue, saying that much of the trash had accumulated because garbage collectors had not been working in the area during the Water Festival holiday, even though residents told the Post they had been throwing trash into the water for years...

I wish they would stop them from dumping trash in Sihanoukville. Why is Kampot so clean and Sihanoukville have trash everywhere. I was told the governor in Kampot enforced no-trash laws. Too bad we don't have a governor/police like that. Always a big pile of trash by the new Chinese hotel/casino by Victory Hill. I was by there couple days ago and the trash pile was about 4 feet high.

Significant areas of Sihanoukville have no Cintri coverage, that's why people dump rubbish. There are some guys with carts you can pay to take it away but they aren't all that regular. So it gets burnt or chucked in the river. Plus all the damn dogs dragging rubbish around.

In PP there's two kinds of recyclers. The ones with the squeaky toy sound effects actually pay for cans etc, while the others just scavenge cans, bottles, cardboard an scrap metal which they presumably sell to recyclers. As for non-recyclables they really need to sort out Cintri for that shit. Our Cintri guys pick all the cans and bottles out of the rubbish as they collect it - presumably they sell it and divvy up the profit between them? Or else that's part of their job to improve Cintri's bottom line?

I think half the rubbish problem could be solved if Cintri got their act together and built more of these jumbo bins and had them distributed around the whole city. People WILL put their rubbish in them ,,,, if they were available. I wonder [ in the kingdom of wonder ] why I always see these bins full to overflowing and never see a empty one.

Nearly a month after the Ministry of Environment asked Phnom Penh City Hall to stop villagers in Chbar Ampov district from disposing their trash in the Tonle Sap river, residents yesterday said no one had yet come to clean the area or end the practice.
In the middle of the recently cleared area stood a sign bearing the names of the Interior Ministry and Environment Ministry. It informs illegal dumpers that leaving trash at the site would lead to a fine of up to $25 – if they are ever caught.
Residents said the sign was installed by the authorities a year ago but had collapsed. Run, the new resident and a former low-level military official, had changed that. “When the rubbish was cleared, I mended the sign so people won’t pour rubbish again,” he said.
Chhoun Srey Leak, a 22-year-old resident of Derm Sleng, said that no officials have yet come to inspect the site or to tell villagers to halt the practice of disposing trash into the river. Villagers were still using the river as a dumping site as of yesterday, she said, adding that residents feel neglected by the municipality because it had failed to provide the village with any trash collection services...

Strange how authorities make it illegal to pollute the river [ water ] by throwing rubbish into it, yet quite legal to pollute the river water by pumping sewerage into it.
