At the risk of splitting hairs it appears that the bears are threatened, but not yet endangered.

In Alaska we carried big guns when hiking, but if you shoot a bear out of season you will be filling out paperwork for weeks, answering a lot of questions and have to bringing parts of the bear. If a bear is just in your area and not attacking or they are going after your garbage cans at your home, we used to use "Bear Mace," pepper spray. Its super power Mace and the bears really don't like it. What's with the Russians in this story? Just about everyone who lives around bears know about Bear Mace.
