Technically, all Foreigners residing in Cambodia are supposed to be in possession of a Residence certificate...but reality is a different story.
previously ive had letters which i think appear to be more of a contract, with the address etc of my place which is fingerprint signed,
ive used this to open bank accounts etc.
what is the process of registering with the Sangkat? is this something that can only be done if you own the place or is it the same for rentals?

Thanks for all that, I will read the 440 link next. Australian Embassy requires a police check for a partner visa as I have lived out of Australia for more than one year. I surmised that it would be sangkat by sangkat. I must have had five addresses at least.
The dates and years are of course a blur. Still I have to get on with it.

May I ask how much the partner visa costs? Just the visa application fee, not all the other .

How to obtain a police clearance report from Cambodia
The Embassy is unable to assist citizens in obtaining a police clearance certificate from Cambodian authorities.
Police Certificate
To obtain a report, foreigners should go to the Criminal Office at the Ministry of Justice to request a Police Certificate. There are two different fees:
• 250,000 Riels (approximately USD62.5) for regular service which takes around 20 days, or
• 500,000 Riels (approximately USD125.00) for expedited service which takes around 12 days.
Applicants should have the following documents:
• A completed application form. This form can be obtained at the Criminal Office;
• One photograph (size 4cm x 6cm);
• A bio-information form;
• A copy of the biographical page of the passport;
• Copies of the first and last Cambodian visas showing dates of arrival.
• A Residence Certification Letter * from the commune (sangkat) office where the applicant resides and/or resided whilst in Cambodia.
Applicants can authorise someone to apply for the Police Certificate for him/her. The applicant should complete an authorization form (the sample of the form is available at Criminal Office at Ministry of Justice), who can submit the completed forms at the Criminal Office. However, if the applicant is in Cambodia, they will be required to submit the form for themselves.
Residence Certification Letter*
A Residence Certification Letter is required when applying for a Police Certificate. To obtain this document, foreigners should go to the local commune (sangkat) office where the applicant resides/ resided in Cambodia to request the letter. There is a no-standard administrative fee for the provision of this letter.
Applicants should bring the following documents:
• If he/she is Cambodian: ID card, family book/ residence book, and house rental agreement (if he/ she did not own a house).
• If he/she is a foreigner: Passport, house rental agreement, job letter and other related documents to support the claim of residence.

3. how long/length of stay that the resident stayed/ has stayed at that address.

@PSD-Kiwi, from what you had previously posted (since lost), you would suggest that long termers would be well advised to get this sorted sooner rather than later. On the off chance that one day you may need it. Is that right?

Separate document from each Sangkat where you have resided.

Hurrah! Done! Sincere thanks to all here.
My partner produced the document from the bush sangkat where I have resided for five years. I took along this paper, my passport with copies of the bio page and latest visa. The office faces the riverside on the eastern side of the Justice Dept building. We parked on the corner of 240 and walked through the building to the far side. Walked past the girls on the left, opened the door and found Mrs Kimluch in a crowded little office with several other Khmers.
I apologised for no original passport or visa and she asked me what year I entered the country. My tuk tuk agent failed at completing the form so Mrs Kimluch offered to do it for me in English for a total of 290,000 riel. She gave me a receipt with her phone number on and told my tuk to return with the receipt on the 19th of October. He was not required to complete a form for this.
All very brisk and efficient. My relief was overpowering.
Mrs Kimluch was surprised that I asked for her, and asked me how I knew of her.

IF you have not lived in the Sangkat anytime recently, they local post will never issue the letter for any amount of money. It is creating huge hassles for people that used to reside in Cambodia but left some years ago and are seeking clearances for visas to Western countries. If you think you or a loved one will ever need one, get one NOW to use as proof to show that sangkat in the future if/when the time comes...it still won't guarantee anything, but better than empty handed walking into a sangkat ten years later.
