I'm a US 11-12, so I feel your pain. Also I need a wider than average shoe. This is what I've found:
Dara Shoes. #10Eo street 166. Near Orussey MKT. I think it's between st. 109 and 111. Phone 012855173. The have ready made shoes or you can choose from a catalog. A little pricey, but well made. I haven't been in a few years (that's a good thing) so the info could have changed.
If I have the time, I check out the "second hand" places set up on sidewalks all over town. I've found tennis shoes that fit, for as little as $3. Flip flops for $1. And they were new, not used. Just takes a lot of patience and digging through piles.

Once every month or so, I spend 1 hour inside BKK market, just hoping I come across a pair of NEW denim jeans. I am 1.85 meters tall 6ft3in and a size 33 waist, 32 length. In the past 12 month, I have found a few pairs of jeans from BKK market that were 1- New, 2- fucking comfortable and in style.
I also really love the better quality knock-off Diesel denim jeans I bought from CityMall.. I forgot the name of that big corner store, across from AngkorTep there.
I paid like 21$ for these jeans and I still rock them to date. I seen some horrible knockoffs in the fashion stores around town. I have seen some damn good quality knock offs. I am in the market for a couple basic white button up shirts, something to throw on for work.
I'll give ya 500 Riel for it...

I usually pay about $0.75 for a good, large pair. You'll see the shops everywhere.
Some see mobile. They have a glass display. All sorts of vegetables, weird glue looking stuff they call "buh", and even ugly processed meats. Tell them to hold the meats. They'll measure right there on the spot.
Don't get them wet.
