Many houses outside the main grid use septic-tanks. The overflow from them is what you see a lot. Raw sewage is not so common.
There is as far as I know a modern sewage treatment plant in Sihanoukville, how effective or useful it is I don't know.
they use a three compartment system and the solid waste rots down and eventually flows out as fluid
