And (according to Mercer), the world's most expensive city for expat workers is :

Luanda, Angola !!

...Mercer’s annual Cost of Living survey places Luanda, Angola, as the most expensive city for expatriate employees, where a one-bedroom apartment in the city centre can set you back $3,500 per month, and a pair of jeans could reportedly cost you more than $240...
The top 10 most expensive cities for expatriates are as follows:

1) Luanda, Angola

2) Hong Kong, China

3) Zurich, Switzerland

4) Singapore, Singapore

5) Geneva, Switzerland

6) Shanghai, China

7) Beijing, China

i would imagine thats changing on the legal market, but on the black market bet its a lot different;

Why is Luanda, Angola so incredibly expensive?
For example, apartment costs easily go up to $15,000 per month (see http://en.wikipedia.org/wiki/Luanda). How is that possible?

Please don't. These polls are excruciatingly nauseating.
Anywhere the UN and other aid organizations are, are always the most expensive. They need to spend their budget and they don't care what they spend it on. Maybe another good reason why most aid workers should go back home.
I mean, look at the mess Cambodia was left in.

How many of the cities in the OP have a large UN/ Aid presence? Likely only the Luanda and N'Djamena, and the reasons Luanda is so expensive have little or nothing to do with the UN.
