But are they hired legally in Thailand? Does having a passport automatically make you a legal worker? It's a step in the right direction, but will it actually change anything for migrant workers (especially with the military in charge)?

The article lists a couple of other things they are doing to help Cambodian workers work legally in Thailand, including getting them work permits.
