A customs official has been arrested for corruption.
After a surprising arrest two days ago, a customs official is being questioned on charges of corruption:
A Customs and Excise official is being questioned by the Phnom Penh Municipal Court today after his arrest by the Anti-Corruption Unit (ACU) two days ago on charges of corruption.
Ung Chea Veng, director of the non-garment investment office and assistant to the director general of the Customs and Excise office ,was arrested on Wednesday in front of a hotel in Phnom Penh after ACU officials discovered he had been extorting money from several registered companies.
Om Yentieng, president of the ACU, told Khmer Times today that police decided to file a corruption complaint against him after interrogating him. He will appear in court tomorrow at 3pm for more questioning.
“He [Mr. Chea Veng] has extorted money from the firms even though they were registered. The amount of money and companies is still under investigation,” Mr. Yentieng said. http://www.khmertimeskh.com/news/27294/ ... orruption/

According to Mr Yentieng of the Anti-Corruption Unit, the investigation into Mr Chea Veng was opened due to complaints by foreign companies:

“We followed him for a long time,” he said.
Mr. Yentieng declined to say how much money Mr. Chea Veng allegedly took or what he was offering in exchange.
“I don’t want to talk about the amount. Anyway, even if a person takes 100 riel illegally, they have to be arrested,” he said.

Sounds like an amateur, or an extortionist, not a mere corrupt official. You don't solicit 'bribes' from registered companies for nothing, but in exchange for services that would cost more otherwise. There is no reason for the companies to complain then.
