51 Students to Pursue Scholarship Degrees in France
Fifty-one students from Cambodia have received scholarships to pursue master’s degrees in France majoring in economics, law, science, engineering, psychology and French language teaching.

Speaking at a cocktail reception at the French Institute in Cambodia last Wednesday, Education Minister Hang Chuon Naron applauded the commitment of the students who won scholarships to study in France, a country with high education standards.

“The students who won these scholarships awards did so on their own ability, and I’m especially proud that two of them have received highly competitive scholarships to study at a world-famous university,” the minister said.

At least 600 students choose to pursue degrees in France every year, according to data from the French Embassy.

I can't help but wonder how many.of the recipients came from rural Cambodia and were the scholarships issued by The Ministry of Ed or by the French Embassy.
I try not to let my mouth say nothin my mind can't stand. Louis "Satchmo" Armstrong. Or

And I can't help wondering how many of them speak, read, write and understand French at a degree level.

You'd be surprised. The French do a surprisingly good job in their soft-power cultural approach. I've met many Khmers who spoke excellent French.

Probably none. All the foreign degree holders I've known have been middle class or elites.

Right you are. Those who are not in financial need receive scholarships. I suspect that many of them graduated from Lycee Descartes.

Interestingly enough I have had a few encounters here in rural Cambodia with older men who were dressed like Joe Shit the ragman but spoke French fluently. There weren't many to be sure.

why not come to singapore, we give out scholarships like condoms in a sex ed class

Some do study in Singapore, again it is the sons and daughters of the privileged classes. The good thing about their scholarships is that they are not all linked up with the Ministry of Education. Unfortunately hardly any high school or university graduates can meet the rigorous academic requirements-at least those from rural Cambodia.

cambodia is not a merit based system as we all know, studying need coffee money, enrolling into free NGO school need coffee money, applying for government jobs need coffee money, to get scholarship need coffee money, lastly, to get government jobs need tons of coffee money

thats why only the elites succeed and the rest are just cattles

Some medical, pharmacy and dental schools in Cambodia are still teaching - or used to teach (until recently) - in French.
