Boy, Man Beaten After Mass Escape From Detention Center

Just weeks after Prime Minister HE told Phnom Penh authorities to either reform the city’s notorious Prey Speu detention center or shut it down, a teenage boy and a young man were allegedly beaten by guards as they fled the facility over the weekend.
Chak Samnang, 13, and Yem Sok Khin, 22, had been arrested for sleeping in public and were separately brought to the center in Pur Senchey district several months ago, according to Say Chamroeun, a police officer in the district’s Choam Chao commune who later interviewed the pair.

Detention centre denies beating child :
Officials at the Prey Speu Social Affairs Center in Phnom Penh’s Por Senchey district are scrambling to deflect criticism after reports surfaced that a young boy and a man were beaten and injured there, with the director of the center saying the boy injured himself after falling on a piece of glass.
Van Ngat, director of the much-maligned detention center that was given a much friendlier name in March, categorically denied accusations that one or more security guards beat the two.
“I can proclaim that it is not true. I was not at the center when the problem happened, but the security guard said the boy tried to run away and fell on a piece of glass, injuring his head while they tried to catch him,” Mr. Ngat said.
Despite his claims that no altercation occurred, Mr. Ngat said one of the security guards also happened to be “injured by the same sharp piece of glass.”
Local media outlets reported on Sunday that a 13-year-old boy and 22-year-old man suffered cuts and bruises to their faces, heads and chests after they tried to escape and were attacked by 10 security guards.
Yem Soklim, the 22-year-old, was sent to the detention center on June 16 after he was caught using drugs. The 13-year-old was also found to be using drugs and sent to the center four days ago, Mr. Ngat said.
Mr. Ngat claimed any criticism directed at the center was the result of “exaggerations.”
