The lack trees says it all. It's probably under water in November and a desert in May.

To me the lack of trees means they have all been cut down and nothing has been replanted. Many areas in Australia and maybe Florida , as I have never been there to see for myself. are growing in water.

The Mekong flood plain is amongst some of the most fertile land on the planet.
If it's part of the floodplain, very little is unsuitable for crops.
The land which is solely sand/stone, I agree.
Land disputes/people holding out for unreasonable prices is more likely.

Probably it's because no-one likes the neighbours that live in that area . Having a Prime Minister as a neighbour you would not want to upset anyone.
