Global Peace Index
The Global Peace Index 2016 Report released by the Institute for Economics and Peace has USA at 103 and Cambodia at 104 (Iceland is No.1).
It was launched in 2007 and updated annually, gauges the countries’ peacefulness according to three broad themes: the level of safety and security in society, the extent of domestic and international conflict, and the degree of militarization. It also considers a wide array of factors, both internal (crime and violence levels) and external (wars, military expenditure).

Another global index; it's hard to take it seriously with findings like this :
Without looking any further, human rights abuses of migrant workers are rampant in Qatar, and the Botswana government has been guilty of rounding up San tribespeople and putting them in camps, there is also violence in Chile against indigenous people - so "peace" in relative in those countries, even if they don't spend much on arms. These countries may not be at war, but violence is inflicted on their residents. And what about Vietnam ? Components of the most peaceful countries according to the GPI:According to the Institute for Economics and Peace, a think tank which has produced the index for the past 10 years, only Botswana, Chile, Costa Rica, Japan, Mauritius, Panama, Qatar, Switzerland, Uruguay and Vietnam are free from conflict.
