Gov’t to talk adoptions on visits to Spain, Malta

Cambodia’s minister of social affairs on Sunday departed for a visit to Spain, which will be followed by a trip to Malta, to discuss and sign adoption agreements with both countries, according to a statement released Sunday.

Vong Soth will be in Spain through Wednesday, when he will depart for Malta. The government in 2015 opened the process for adoption agencies that are accredited by the receiving countries and licensed by the ministry to be allowed to provide inter-country adoption services in Cambodia.

The ban on such adoptions was lifted in 2013 after being in effect for four years following allegations of human trafficking as a result of ineffective laws. Thus far, only Italy has reestablished a memorandum of understanding on inter-country adoptions.

According to Lucia Soleti, child protection specialist for UNICEF, such adoptions should only be pursued in line with the 1993 Hague Convention on Protection of Children and Co-operation in Respect of Intercountry Adoptions.

One of the challenges in Cambodia is that there aren’t enough social workers to ensure thorough case management, which needs to include an assessment of the child’s situation, as well as the family, to verify if the child is eligible for adoption, she said...

Who will decide which adoptions are "suitable" ? And of course the whole process will be transparent. Real orphans only, right ? :chin:

sure its for feminazis only to adopt the poor cambos rather than the true beaat of ngo remnist custums.

Clear as mud:
Fate of adoption deal with Catalonia unclear
The Cambodian government signed a new adoption agreement with the Catalan regional government in Spain, though Spanish officials at the national level yesterday would not say whether the deal would stand.

The Cambodian government and the Catalan government already had an adoption agreement in place from 2006 to 2008, resulting in four adoptions, according to a Tuesday release from the Ministry of Social Affairs.

That was before the Kingdom placed a ban on inter-country adoptions following a string of allegations of human trafficking. The ban was lifted in 2013.

The Catalan government maintains that it has the power to adopt international treaties, but an official with Spain’s Ministry of Foreign Affairs in Madrid said officials didn’t “have full knowledge of the text actually signed”, and therefore could not comment on the fate of the agreement. Catalonia has recently been pushing for independence.

Neither officials at the Spanish Embassy in Bangkok nor the Cambodian Ministry of Social Affairs could be reached yesterday.
