Now this is absolutely "shocking". A 9yo kid gets killed working with heavy machinery in a brick factory, but the employers are presumed not responsible for the accident because the kid was working unofficially. What nobody disputes is the fact that he was 9 years old working with dangerous machinery. :facepalm:
A 9-year-old boy died after being mangled by a piece of machinery on Monday while working with his parents at a brick-making facility in Battambang’s Mong Russey district, police said yesterday.

Deputy district police chief Keo Sokhum said that victim Rorm Ra was loading earth into a machine that churns out formed bricks when his right arm became entangled in the machinery and was torn off. He was rushed to the provincial referral hospital, but was bleeding profusely, and died shortly after arriving.

“This is the first case of this happening in Mong Russey district,” Sokhum said.

Sokhum maintained that officers did not need to take action against the facility where the fatal accident occurred because Ra had been brought there by his parents, and was not formally employed.

Dangerous forms of child labour are strictly prohibited under the Kingdom’s Labour Law, but Sary Bothchakrya, a lawyer with the labour rights group Central, said yesterday it was unclear how much responsibility the company bore without knowing for certain whether it employed Ra directly.

“I don’t think the company has 100 per cent responsibility for the child, because the child is also under the control of the parents. I think there should be some kind of responsibility,” though it is unclear whether it is criminal or civil, Bothchakrya said...

Maybe it's not true in this case, but young kids are often employed at brick factories. Families of workers are often present on dangerous work sites.
What can you do? The salaries are often too small to allow for any other situation.

Remembering Michael Davitt

After attending infant school the young Davitt began working at the age of nine as a labourer in a cotton mill but a month later he left and spent a short period working for Lawrence Whitaker, one of the leading cotton manufacturers in the district, before taking a job in Stellfoxe's Victoria Mill, in Baxenden. Here he was put to operate a spinning machine. On 8 May 1857 his right arm was entangled in a cogwheel and mangled so badly it had to be amputated. He did not receive any compensation.

Indeed, Davitt, the one-armed Irishman who spoke with a pronounced Lancashire accent, is best remembered in history books as a leading figure in the 19th century Home Rule movement, and especially for his role as a revolutionary founder of the Land League. Successive Land Acts passed by the House of Commons gave Irish tenants not just Davitt's three Fs – fair rent, fixity of tenure and free sale – but allowed them to buy their land from oppressive, but mainly absentee landlords . Pretty pathetic that they'll throw the book at pedos but when business owners illegally employ 9 year olds who then die, the police do nothing. You can't tell me that working in a dangerous brick mill while you're 9 isn't destroying childhood innocence.

I've speculated that it's because the government doesn't get a cut from most of the underage sex, but most rural businesses rely on underage labor and the government gets its cut out of them.

Cambodia's construction boom is being built on the backs of child labour and debt bondage. Brick-making families remain heavily indebted to their bosses as they struggle to survive on less than a living wage. School is too expensive, and the children are needed to help the family to produce the bricks which are paid per piece.
A family cited in the article is earning $100 a month for the entire family. Another family had their debt to the brick company reduced by $2500 as compensation for their child's accident in a machine at the brickworks. The family was then sold to a new factory along with the remaining debt.
This is slavery, and these are the people that are paying for Cambodia's cheap bricks.

Brick Factories Built on Illegal Child Labor, Debt Bondage
“Build on Slavery,” released today by local rights group Licadho, exposes the prevalence of child labor and debt bondage—both illegal and, in the latter’s case, punishable by hefty prison time—in the country’s brick factories, unchecked by government authorities and trapping whole families in poverty one generation after another.

From June to August, the rights group visited 11 sites around Phnom Penh that included hundreds of factories with thousands of workers pumping out the millions of cheap bricks feeding the capital’s rapidly rising skyline.

Licadho says it found a well-rooted business practice in which factory owners give loans to their workers with the promise of their labor until the debts are paid off. But their piecework pay for the bricks is so low that they struggle to pay the loans down and often feel pressured to recruit their children just to earn enough to feed their family.

The researchers found debt bondage and child labor just about everywhere they went, as well as common reports of serious injury. In the last two years, Licadho has also investigated three cases in which children at a brick factory had lost an arm. One of them, a 9-year-old boy, ended up succombing to his injuries.

what are the NGO's doing about child labour in Cambodia.....surely there must be enough of them in Cambodia,or do they never venture to Battambang?

by the way...The Michael Davitt piece was very interesting.....I wasn't aware he spoke with a Lancashire accent....
