Health Ministry Will Levy Fines for Public Smoking Offenders

People smoking tobacco in offices, restaurants and other public spaces will have to indulge their habit in clearly demarcated smoking areas or both the smoker and establishment owner will face fines, the Ministry of Health announced.
Following the government’s approval in March of a sub-decree banning smoking in public places—including fines of 20,000 riel (about $5) for offending smokers and 50,000 riel (about $12.50) for establishment owners—the ministry released a statement last week laying out specific implementation plans.
“The ban sign has to be written in both Khmer and English saying ‘No Smoking,’ along with the picture of a cigarette inside a red circle, with a red diagonal line across,” said the statement, dated Wednesday.
Health Ministry spokesman Ly Sovann said on Sunday that the release of the statement signaled the end of a short “probation period” following the sub-decree’s approval and the start of a system to fine those found to be violating the Law on Tobacco Control.
Mr. Sovann said that the ministry’s own judicial police officers would be tasked with enforcement.

Now there lies one of the big problems , not only for Cambodia, but also for his department. A Health Ministry that has it's own Judicial Police Officers. What happens when one of them try to enforce the law with a police officer from another department or a military police officer ?
It certainly wont stop the police officer that lives next to me from smoking anywhere he wants one. He is a chain, chain, chain smoker and hyperventilates whenever there is no nicotine in the air.

Gruesome Images Soon To Adorn Cigarette Packs

Images depicting the dreadful health effects of smoking will soon adorn all cigarette packs in Cambodia, which will be joined by Laos and Burma as the last countries in the region to enter the visual battle to turn consumers off tobacco.
From July 23, smokers will have to contend with a photograph either of a lung cancer patient or a newborn baby damaged by second-hand smoke, the government announced at the Effective Tobacco Packaging and Labeling conference in Phnom Penh on Thursday.
Mom Kong, director of the Cambodia Movement for Health, a co-organizer of the event, said the photos would have to cover 50 percent of the front and back of the packages and be accompanied by an anti-smoking message.
“The message has to be written in Khmer and be easy to read, clear and irremovable,” Dr. Kong said.
The Health Ministry will approve a list of acceptable warnings each year and dole out fines ranging from 4 million riel (about $1,000) for manufacturers and importers to 2 million riel (about $500) for wholesalers caught violating the requirements.
Cigarette companies were given nine months to comply with the requirements which were set out in an October sub-decree.
