That, if I am not mistaken, is the arrival of the CPP negotiating team at Preah Vihear in late 97 or early 98 (one of 5 or 6 visits IIRC,) led by Col. Pol Sarun I believe. (That helicopter crashed in about that same spot a couple of months later, overloaded with journalists.) The guy at the end speaking Thai is Gen. Nhek Bun Chhay, General of the FUNCINPEC army (the "Saddest Army"). Around the time of the negotiations he was stuck up at the Thai border (O'Smach) with his troops after he escaped Phnom Penh during the factional fighting of July.
