Those are the lower stretches of one of the stinky canals. There are bamboo grills set up to stop all that floating styrofoam and plastic getting into the pumping station pumps. The floating stuff backs up behind these. They do actually scoop all that stuff out with an excavator every now and then. The banks of the canal get scraped over a little less often too.
