Police in Sihanoukville Arrested a Russian Man identified as Vladimir Vitalievich Batalin Who Took Embezzled from a Company He Worked With Back in Russia and Came to Hide in Cambodia

Sihanoukville: On 29 March 2016 General Choun Narin told Freshnewsasia that on 28 March 2016, police in Sihanoukville arrested a Russian man following anb arrest warrant from a higher court. He was arrested for taking money from Company he worked with back home and came to secretly to hide out in Cambodia.

Police confirmed that the Russian man named Balatix Vladixeir Vitalie Vitch (Vladimir Vitalievich Batalin), Russian, DOB 3 Oct 1978. He was accused of taking money from the company back in 2007 and 2008 and then he came to hide in Cambodia. (His passport was not with him when the arrest was carried out).

He was sent to police headquarters for further legal action.

Sihanoukville police on Monday arrested a Russian national who is wanted back home for allegedly stealing 60 million rubles (about $873,000) from a municipal fund in 2008, following a request by the Russian government.

He is a mate of Sergei Polonsky and has been on the run for more than 8 years according to the CD:
...Under questioning on Monday, Mr. Batalin told police that he could not remember exactly when he arrived in Cambodia but that he had been living in Phnom Penh for the past four years and visited Sihanoukville frequently, Mr. Voleak said.
“When we asked him what his job was, he said, ‘I have no job and just came here as a tourist,’” he added.

In fact, Mr. Batalin was often seen in the company of Mr. Polonsky, a Russian billionaire who was deported from Cambodia to Russia in May and jailed on serious fraud charges. For years, Mr. Polonsky lived in luxury on a private island off the coast of Sihanoukville while avoiding prosecution in his home country and enjoying scant scrutiny—and even protection—from Cambodian authorities...

Aha, he hasn't been extradited, and the Russians didn't even know he was arrested...sounds like it could be tea(money)-time. He must be worth a bit.
Cambodian officials have not informed Russian authorities about the arrest of a wanted embezzler in Sihanoukville last month, despite apprehending him at their request, Russia’s Ministry of Foreign Affairs said on Wednesday...

Hean Rith, a deputy prosecutor at the Appeal Court who signed off on the warrant for Mr. Batalin, dated July 18 and issued at the request of Russian authorities, said he had notified the Justice Ministry of his arrest but did not know whether the information was passed on. Officials at the Justice Ministry could not be reached.
Mr. Rith said the Appeal Court would decide whether to deport Mr. Batalin to Russia later this month.
“We will schedule a hearing after Khmer New Year because now the Appeal Court is busy with other cases,” he said. “But if the Appeal Court decides to extradite him and he does not want to go, he can appeal to the Supreme Court...”
