There could be no better example of an opportunity to "make the punishment fit the crime."

Given the astonishing variety of climates Australia offers, it would be a simple matter to have convicted junkies and drug dealers toiling on Australian
opium poppy plantations (there are several in Tasmania - Van Dieman's Land - very appropriately) and thus kill two birds with one stone, import
substitution PLUS getting a day's work out of druggie screwups!

That was some interesting reading. I was totally ignorant as to the extent of production there.

the Flanders poppy is Papaver cereale, a weed that grows with grain crops.
P. somniferum is also weedy, and can be found all over Tasmania in council gardens and "nature strips" great little coloniser of disturbed earth. it germinates readily early in spring and prefers cool temps.
it is found all over the old gold and tin fields of australia from the chinese miners who were also market gardeners.

this is a very valuable plant that is unjustly maligned due to the heroin trade.

it should be legal as a botanical extract as in Bengal or Malwar smoking opium.

many of the poppy seeds used for culinary purposes are viable.
all are from P. somniferum
most of Cambodia is unsuitable for cultivation.

so many of our class A narcotics were formerly available without prescription without any great harm that I can see.

junkies could get their junk for a reasonable price with no criminal activity attached to it. from the "drug store"

does one really need a prescription to use potentially dangerous drugs or just common sense and a little restraint?

A step too far ? Singapore keeps its citizens safe with their restrictive laws on poppy seeds on bread and buns. :facepalm: (Not news, but worth knowing if you like poppy seed bread, because it's more or less illegal in Singapore.)

Poppy seeds are classified as prohibited goods by the Central Narcotics Bureau (CNB). Any company or person who wishes to import them or any foodstuff that contain the substance (regardless of the amount or purpose) must submit the Inward Declaration Form which can also be downloaded from http://www.cnb.gov.sg/Libraries/CNB_Med ... .sflb.ashx together with a certificate from the exporting country or the country of origin of the poppy seeds.

The importer must send a sample of the seeds or related product to the Health Sciences Authority located at 11 Outram Road, Singapore 169078 for analysis. If the sample is in the form of seeds, it is to be sent to the Division Director, Illicit Drugs Division, Applied Sciences Group, Health Sciences Authority (HSA) (Attn: Dr Angeline Yap).

If the sample is in the form of food products, it is to be sent to the Division Director, Food Safety Division, Applied Sciences Group, HSA (Attn: Ms Joanne Chan).

The HSA report must be submitted to the Central Narcotics Bureau (CNB). In the event HSA certifies that the poppy seeds are cleared of any controlled substances, ie no traces of morphine detected, CNB will endorse and approve the Inward Declaration Form. With the endorsement by CNB, Singapore Customs will allow the poppy seeds to be imported into Singapore. If the poppy seeds are found to contain traces of controlled substances, the approval for importation will not be given.

madness.it was not so long ago that regional states derived a massive income from opium monopoly licensing much as alcohol is subject to excise.
