I think people the world over make too much of such formal ceremonies and rituals. It's so much show and little substance.

What exactly did he do that was "illegal" to be refused approval?

Looks under 50 or whatever the law is. Do they have some inane yearly salary criteria imposed on the foreign groom, too, so that if he's between jobs then they won't approve the wedding?

Yeah, you need to make $2500 and over. Still, it's hypocritical of them given that half the "jungle weddings" out there are "shams" the paperwork isn't done so they technically aren't legally binding, but they make a big deal out of it because he's a foreigner... Seems like an article aimed at instilling fear towards the "evil foreigners".
