In a place with worn out infrastructure, poor medical facilities, archaic public transport. Maybe those could be improved in time, but then you have to find the electric and water supplies to meet the demands. Power cuts and warnings of drought here already! Maybe they'll just build another Pearl city that doesn't use any. Another Ghost town!
