Are you looking for device prices or tariffs of operators?

for devices check here: http://www.hakse.com.kh/

For operator tariffs check each operators website and see what the difference is.

"Cheap" is a very vague word.

Cheap compared to what?

Yes, its very cheap. I use Metphone but most use Smart. Smart to Smart calls are probably free or close to it. I don't make too many calls but do use data. I spend around $3/ month for everything. $1 for calls and $2 for 1.2 Gb data. Calls overseas are 4 cents per min.

With Cellcard I was getting 4.5 GB, which expired after a month or later, for $5.

Now I'm paying over $10 for a measly 1 GB and it expires after 1 week (in Saudi).
