At least 100 factory workers died and injured in a crash between two trucks full of factory workers
Kampong Speu: According to Kampuchea Thmey Daily News: around 7:00 am there was a crash between two trucks fully carried factory workers. One of the trucks had its wheel ripped off while travelling on the road then another truck ran into the truck that had its wheel ripped off. The accident happened in Chrey Takoun village, Roka Karng commune, Kong Pisey district, Kampong Speu province. The accident caused at least 100 factory workers died and seriously injured.

According to the news alert I received from Cellcard this morning only a dozen people were killed.
Don't know where the 100 figure came from but seems to be very exaggerated compared to other news sources.
My Khmer team at work also said they only heard of several people being killed.

Not a mistranslation. The headline from the OP link says, "ជាង១០០នាក់ បានស្លាប់" [more than 100 people have died].

Deadly crash kills five in Kampong Speu
Five female garment workers, one of them pregnant, were killed and 68 others injured yesterday morning after a truck overloaded with garment workers plunged into a ditch. The accident raises questions yet again about the perilous state of the Kingdom’s transportation system for more than 700,000 labourers in its clothing industry.
The accident happened at 6:45am on the border of the Kong Pisei and Samrong Tong districts in Kampong Speu province, according to Touch Phearith, Kong Pisei district police chief in charge of traffic.
“[Two] trucks were loaded with factory workers, and one truck attempted to overtake the other, and suddenly [a third] truck came up ahead, so the first truck veered off into a ditch and flipped over, causing some to die,” he said.

Isn't there s new law stating that each worker needs his or her own seat now? If not, when is it coming into effect?

Kampong Speu crash victims filing suits
Victims from the deadly garment worker truck crash that left several workers dead and 68 injured in Kampong Speu province on Tuesday have filed a complaint against the truck driver blamed for the accident, while officials yesterday revised downward the initial reported death toll of five workers.
Sok Sophal, deputy police chief of the province’s Kong Pisei district, said yesterday that 20 victims’ families filed a complaint to his office demanding money from driver Dearb Ramorn, who fled the scene and has yet to be apprehended.
“We will not get it right if we do not obtain the total number of complaints, so we will wait for more families to file [to send complaints to court],” he said.
Meanwhile, Sophal and Kong Pisei district police chief Touch Phearith maintained that only four people, rather than five, had died in the crash, saying 31-year-old Khat Sokchan, who was reported to have died at Calmette Hospital on Tuesday, was actually breathing in her hospital bed, despite her family having begun funeral arrangements.
