Now get this! Prime Minister HE is now offering refunds for people who already paid to get one but don't need one. What the hell is going on?
From the Phnom Penh Post:
Follwing the decision to do away with required “K” class driver’s licences for motorbikes with 125cc engines or below in response to public outcry, Prime Minister HE yesterday announced that those who have already paid for the licence can have their expense refunded.
The premier took to Facebook, writing that “the people are not required to pay for the driver’s licence; the people can get their money back”, adding “if they want to get their money back, the government will pay them with the exact same amount”.

He also goes on to say that a driver's license for cards will go down in price.

Director General of the Transport Department Chan Dara said that his officials are working on the issue but foresaw potential problems with trying to give money back to so many people.
“We could start on Monday. This process represents justice for everyone,” he said, adding that money will be given back after his officials get receipts from those who received licenses in the last week and a half...
As for foreigners... wait and see. This is all directed at the domestic electoral market so they probably haven't got around to thinking about how this law will affect foreign residents and tourists yet. In the meantime, case by case chaos as usual I suppose.

No doubt the outcome will be shared on FB - eventually. Or maybe other distractions will come up and this law will remain in a state of flux, open to interpretation. Also interesting to note that under the new law all children under a stated age must be strapped into a baby/child seat when travelling in a car. Good luck with that.Commenting on a recent notice, which HE posted on Facebook on Saturday, that waives the requirement for proof of the previous owner’s identity for registration of second-hand vehicles, Chhay observed this could facilitate the registration of stolen vehicles.
