Does the Youkay Embassy / consulate have a person or a couple of people who have the duty of looking after the dead, dying and generally messed-up like this poor chap?

He was probably just fine once.

Ay Jamie, was he one of the blokes "managing" JJ's? He looks familiar, but I haven't been to the shitty side of the beach at night for a couple of years.

Yeah the owner is Khmer, but he has a couple of English managers, or at least he did for awhile.

theres a UK consulate official bloke in SHV mick I think his name is

I heard he can't do much until he in possession of passport and address
