More detail of an old woman who got beaten up by a 15 years old boy

A mentally-ill man beat an old woman and the video of the attack was shared many times on Facebook

Phnom Phnom: An mentally-ill man had beaten up an old woman which made her falling into unconscious. According to the old woman, the young man took a bottle of her water and drank it but he didn’t pay her. Plus he stole her money which later it turned out to be violent.

The incident happened around 4:10 pm on 13 December 2015 at Olympic Stadium, Veal Vong commune, 7 Makara district, Phnom Penh.

The young man named Sok Cheang Hak, 15 years old. He is a mentally-ill person (letter from the doctor had been showed).

The victim named Lim Phan, 59 years old. She is a drinks seller at Olympic Stadium. She also lives at the stadium.

Police said, first the young man took a bottle of her water and drank it, but he didn’t pay her. Then, when she looked at a plastic bag which she put her money. It was gone. Someone took all her money, 150000 Riel (about 37.5 USD). She then accused the young man of stealing her money, but he denied it. They had verbally argument (name calling, insulting and yo mama) awhile. The old woman brought a hammer to smash the front light of the young man motorbike which resulted in attacking which the old woman was beaten up to unconscious by the young man.

Later, police in 7 Makara brought both of them to police station for questioning. The young man wanted to finish it by compensating the old woman 190000 rile (about 47.5 USD). She agreed, but she asked the young man to pay her another 50 USD as she accused him of stealing her money (15000 rile). The young man father agreed to pay her 50 USD more and it was finished.

Ah, this must the same notes village beer sellers give to their clientele, absolving them of bashing their wives because they're too drunk and can't control their anger after one too many black panthers.

If he has mental-illness , why let he ride motor bike and why didn't send him to hospital? If he kills anyone, who will respond for it?

It's OK, he's got the doctor's note, so he can't be held responsible for anything. I would guess, however, that his victim will be at least partially responsible for their own demise, as they didn't read his doctor's note before being killed.

It's OK, he's got the doctor's note, so he can't be held responsible for anything. I would guess, however, that his victim will be at least partially responsible for their own demise, as they didn't read his doctor's note before being killed.
It is a kind of the best excuse! I've read news , some cases end the story by this way too.
